TDCI: Beware Con Artists When Using Tax Refund To Buy Car

The arrival of tax season has many auto dealers putting their sales promotions into high gear. The Tennessee Department of Commerce & Insurance’s (TDCI) Division of Consumer Affairs and the Tennessee Motor Vehicle Commission, a part of TDCI’s Regulatory Boards, reminds consumers to always conduct thorough research to ensure the auto deal you’re getting isn’t a scam.“This time of year often generates a high complaint volume for Tennessee’s Motor Vehicle Commission,” said Motor Vehicle Commission Executive Director Paula Shaw. “Unethical parties prey on the fact that many people are receiving an instant infusion of cash that they can potentially use to buy a vehicle. If you’re in the market for a car, research your options carefully to ensure you make the most of your money and prevent being scammed by a bad actor.”
A prevalent scam tactic is curbstoning. Curbstoning is the illegal sale of used vehicles under the false pretense of being the car’s owner in order to evade city or state regulations. Curbstoning occurs when a person engages in the act of buying and selling used automobiles for profit but without a license, insurance, bond, sales tax number, Federal tax ID, proper local permits or legally established place of business.
How do you prevent curbstoning? Simple: Always buy from a licensed seller. Tennesseans can check a car dealer’s license status by visiting verify.tn.gov.
Remember, licensed dealers are required to disclose that they are a dealer in all forms of advertising, including social media such as Craigslist, by including either their business name or license number.
The Tennessee Motor Vehicle Commission provides the following guidelines when shopping for a vehicle:

Before Shopping:
Decide what you can afford. Don’t forget to factor in insurance, parking, gas, and maintenance costs.
Research the car’s value. Check free online car evaluation websites to find out the average price of the car you plan to buy and trade in.
Look into financing before you choose a car. Ask about the financing terms, the number of months, down payment, interest rates, and finance charges.
Check a car dealer’s license status by visiting verify.tn.gov. All Tennessee auto dealers must be licensed by the Motor Vehicle Commission.
At the Sale Site:
Examine the car carefully:
Check the condition of the engine, tire wear, and any sign of an accident. The TN Motor Vehicle Commission offers this detailed guide on what to look for.
Take a test drive.
Get a vehicle history report at vehiclehistory.gov.
If purchasing a used car, have an independent mechanic check the car. Do not buy a car if the dealer will not let you have it inspected. Many safety defects will not be identified during a standard inspection so you should also check for recalls.
Review the contract carefully. Make sure all agreed upon repairs and warranties are written on the purchase contract before you sign. Never sign a blank, incomplete or unclear contract or buyers guide.
Get the mileage in writing and ensure it matches the vehicle’s odometer.
Get copies of all paperwork. Don’t leave without copies of everything that you signed.
If the dealer is to complete the title work for you, be aware that you may be asked to sign a Limited Power of Attorney authorizing the dealership representative to sign your name to the title and registration documents. Read this form closely and get a copy before leaving.
When purchasing a vehicle that will be subject to emission testing, the purchaser must request evidence that the vehicle will pass emissions testing prior to consummation of the purchase contract. If the vehicle has not been tested or pretested within 90 days of the proposed purchase date the potential purchaser should request a pre-test to ensure that it will pass prior to signing the contract.

Notify the manufacturer that you are the new owner when you buy a used car or if your contact information changes. You can also subscribe for email alerts at safercar.gov for future safety recalls.
If you feel that you have been treated unfairly, and you have not been able to reach a satisfactory resolution with your car dealer, you may file a complaint with the Tennessee Motor Vehicle Commission.
Unlike other transaction types, no right of rescission (aka “Cooling-off Period”) exists for vehicle sales transactions. When you drive it off the lot it is yours, so take the time to have it inspected and read all paperwork closely before signing.

Cannon County 911 Recognized At Winter Workshop

Cannon County 911 Director and 911 District Board Members attend the 15th Annual 911 Winter Workshop in Sevier County Tennessee to promote 911 education to 911 District Board Members as well as 911 Directors.Items discussed in detail are the upcoming technological changes to the State NG911 system, technological upgrades and systems available as well as new 911 legislation that have been introduced to the state legislature.
Also discussed in depth, was the massive response to the Gatlinburg wildfire that destroyed 2012 structures, 59 businesses and killed 16 people.
On January 24, 2017, Cannon County 911 Director Roy Sullivan and 911 Board member Anna Pittman were inducted into the Tennessee 911 Hall of Honor for their service to the Cannon County 911 Emergency Communications District.

February 15th Deadline To Apply For Guaranteed Transfer Scholarships

The deadline for prospective Middle Tennessee State University students to apply and receive the Guaranteed Transfer Promise Scholarship is Feb. 15, university officials said.Students must have a 3.0 GPA, earned 45 to 105 hours and apply by Wednesday, Feb. 15.
Applications sent by mail must have a Feb. 15 postmark. For more information, visit www.mtsu.edu/financial-aid/scholarships/incoming-transfer.php.
“The deadline is Feb. 15, but that means the time is now to apply and have transcripts sent,” said Dr. Laurie Witherow, associate vice provost in the Division of Student Affairs.
“We have to have everything by Feb. 15 in order for transfer students to qualify for the guaranteed scholarships.”
Admissions personnel need the following from prospective transfers:
Admission application.
Paid application fee.
Official college transcripts through the fall 2016 semester, reflecting the required earned hours and cumulative GPA requirement.
Official high school transcript, if applicable.
Student applicants also must be a U.S. citizen or permanent resident.
To be considered for a Guaranteed Transfer Promise Scholarship, a student applicant must be a first-time incoming transfer who plans to enroll at MTSU in the summer or fall.
The award is for $3,000 per year for two year and for a maximum of four semesters.
Students will receive notification of the scholarship award offer by April. Students must accept the scholarship by June 11.
Witherow said MTSU is the No. 1 transfer destination in the state.

The MT One Stop provides services in the areas of financial aid, course registration, transcripts and tuition and billing.

Action Plan Approved By Commissioners

The Cannon County Commissioners Thursday evening during their regular monthly meeting, by a majority vote approved several different policies and the plan of action they will be taking in order to get the county’s finances going in the right direction. The State Comptroller’s office will review the policies and plan of action and will determine whether to give final approval or send them back to the Commission for revisions in the near future. In addition to the Plan of Action, the Commission over a majority vote approved the Fund Balance Policy, the Cash Management Policy and the Budget Policy and Calendar. Under the calendar, the department heads were to submit their budget requests to the Cannon County Budget Committee between January 14th-31st. From February 1st through the 28th, the County Executive’s Office compiles the requests and submits a rough draft version of the budget to the Budget Committee. March 2nd the Budget committee adopts the budget policy and calendar. March 9th the Budget Committee will review the proposed budget and on March 16th, the budget committee begins meeting with the various department heads, May 1st will be the deadline for the Board of Education to present their final proposed budget for the next fiscal year. May 16th-30th the Budget Committee will complete final draft of the budget to present to the County Commission. June 1st through the 30th the commission reviews the draft budget but does not vote for nor get approval until their July meeting.

Whereas American Legion Post 279 serving Woodbury and Greater Cannon County has resolved to forever remember Four Chaplains Sunday on the annual anniversary on the first Sunday in February.
Now therefore be it proclaimed by the County Executive and Commissioners of Cannon County TN that the first Sunday in February be remembered and memorialized as Four Chaplains Sunday and we call up all citizens to commemorate this day each year with the appropriate observances in public places and by prayers in their homes and houses of worship.
